What Centering Jobs Can You Do With It?

Found this thing at the flea market last weekend. From what I have read, it's a center finder for machinist use? Anybody know anything about it? It's marked with "BRELSFORD". I guess I center stuff differently, I can't see it in use LOL. Lets see how many heads go a scratching LOL. You cannot view this attachment.

Perhaps if I waded through all the semantics at the bottom of the patent application while having the tool in front of me so I could tinker with it. But ...

Uglydog, you did good, thank you! Weeeeel after looking over the patent description and holding the center thing in my hands, I still can't figure it out. I guess because it doesn't look anything like a wiggler, I'm getting a brain freeze LOL.
