 That is a spindle bore cleaner. You sent it back to the manufacturer every three months to  exchange for a clean one.   :smiley_goodbye:

I used to have a picture of a guy in the bore of a 24" spindle bore of a hollow spindle lathe similar to this one. Picture is long gone.
This picture is of a very early LeBlond hollow spindle lathe. If not LeBlond maybe a Bridgeforge/Niles. They both made a early hollow spindle lathe in the past.
